The alliance depot provides the ability to communicate with friendly fleets that help with the defense of the planet and are in low orbit. The higher the level of the development, the more players can defend you with an unlimited number of fleets at the rate of 1 building level = 2 players. The destruction of a building has no effect on fleets already sent into defence.
