It is a new feature of a building process.
It is not a bug.

Victoria, It is not OK:
There is not enough space to build all the facility's on the planet,
In other words not enough fizical area.
If something is in development it should stay in development until it is proven fit for the Game, and tested properly.
Please explain this new system as it is also not even covered in any documentation of the Game.
