where are the flightpaths?, Flightpaths in galaxy doesn't appear

When entering Galaxy mode scanning for pirates, there's no visible flightpaths until several minutes later. Is this intentional? It's probably not a connection speed issue, since everything else becomes visible. I send a fleet to attack, only to find out later that it's already been targeted by someone else.
