How it will works to change the capital planet location?

1) Is a existing Moon (Terran), how belongs normally to the planet, included?
2) Fleets how belongs to the capital are included?
3) How to fix the new location, free variable or fixed, is the distance limited or free scalable?

I couldn't find informations about this.
The tutorial is not longer available and before there was also no description about this.
