you can't what you can do is colonize a new planet and try in that planet or pay someone hyderian to have hes fleet collide on your planet or have a friend try that with returning him the favor only option

i know it all, but why dont i have possibility to turn on/off (similar with FAS) defence ? Its my defence ;)

cause if they attack in order to win they have to destroy evrything
what they could do is add seccondery fas for the deffences but that would bring certain problems and headaches
