I purchased 2 levels of the store keeper , immediately added extra storage to the fleet, but not to the storage capacity
in addition the bonus is not shown +% equal to the sum of the levels from the capacity of the fleet to the object storages https://prnt.sc/u07vnu there is no link to show the bonus

Store keeper officer only applies to ships from what I have noticed. Does nothing for planetary storage.
