Just bullshit. Wasting time of administration, money, resources for nothing. There are no logical arguments for discussing. Just one person wish without understanding the logic of the game process.
In this Game exists approved political system. All decisions should be discussed and approved by 4 levels including Imperator. But this decision is already taken directly by Imperator with back-in-time discussion with players. So, what is the point of this nonsense?

the stupid administration just wants to start a discussion about snatching a few HC from the people...... It's best not to react to such bulshit....
4Fun, the political system is only fiction and has no function in the game.... also only serves to take a few HC from the people....
PS: I haven't used any gates since the last gate update anyway -- using them is too expensive (too high fuel costs with too short a jump distance) - flying slowly is cheaper... Building up also brings too little benefit (range too small)... and the administration is actually seriously thinking about killing something dead :)))
